Website blank white

HI,
I have a cart that is a website. Running fine. I moved it into its own control panel as I have done a few others but this time the URL shows at the top of the page but nothing loads just sets as a blank white screen. I get this error if I try to log into the admin section.
WARNING: An Error occurred, please refresh the page and try again. same after refresh.

Checked both config files and they appear to be correct. I miss something?

Thanks for the help. Searched for 45 minutes in the advanced search and only came up with products showing as white nothing about the entire cart showing white. Thanks for the links. Re-downloaded and up loaded the site and adjusted the config files and she is running fine again. Must of had a file missing or damaged. :D

The thing is that the guidance provided was how to address what was being seen, whether the entire page was blank, a portion of the page or just one sentence. Also the error message that was displayed would have generated a log file. While the site may now be functional, by not troubleshooting and following the path of events, the reason for the trouble isn't really known, but at least it works now.

If you just overloaded the files then a debug file may still exist in the /logs or /cache folder
Look for one dated during the time that you had this issue
