Manually add orders via Admin?

Is there a plugin or some kind of customization so that we may add orders manually for local sales?
I have the Add Customer plugin, but would like to add their orders as well...

If you add encrypted master password to your site, you can log in as any customer and create orders. This is not a viable substitution for a POS system as you would need to register the customer before logging in as them.
Not sure if COWOA is working for 1.5.5 but you can search the Plugins for COWOA.

Also not sure of status with regards to ZC1.5.5, but there is Admin New Order.
