Re: Best version for new install?

Without a doubt and applies to any script, the best version for a new install is always the most current version. :)

In general, as is the case with most software, a fresh install is best with the latest (stable) release. Out-dated plugins (should you wish to use them) are usually easier to upgrade to suit a current platform version, than down-grading the platform to match the compatibility of older plugins.

I look at most plugins these days with a far more critical view than I did in years gone by. For the most part, large numbers of "nice to have" features that made a desktop display "sing and dance", no longer have relevance or value in the Mobile Browsing Era.

Lean simplicity on the front-end is now a core requirement. Things like "sliding banners", "pop-out alerts", right and left sideboxes filled with superflous babble, just get in the way of the user experience.

In the admin area... ? There are still a few essentials that I use, but again, they must contribute to better admin efficiency and overall site management.
