The shoes are also fake. Are you saying that the person in the UK is still the one who is doing the scamming? I was thinking someone in China set their IP address to a random house in the UK to avoid getting caught.
I couldn't tell you how/where the person is/was at, there is any number of things that could have been done or could be the truth. My point was that a store could easily market product that they themselves do not have in their possession but instead that is in someone else's warehouse. Such a situation is typically called dropshipping. Someone else handles the product itself. In a trusted, faithful "environment" it works well... one person/business sets up advertising and processing for a product where it could be considered desirable. Someone somewhere else has the product and must push it to the purchaser. There's nothing wrong with that model per se as long as customer and seller are satisfied with the whole process. But, throw in someone that is illegitimate, isn't where their information points, doesn't provide what was purchased or advertised, etc... Well then things get messy. In either case, there has been an issue with this "business" wherever it is, run by whomever. Investigative work is about all that will tell the full story... there are appropriate individuals that do that type of investigation. If it is desired to get to the bottom of things, then that should be initiated. Sooner rather than later.
