zc_installer Installer/Upgrade does not recognise a /local/configure.php

Welcome to 2018 and Zen Cart 1.55f.

zc_install
still chokes on a /local/configure.php when upgrading, offering an upgrade with no upgrade button, and failing DB access.

Since doing all upgrade work locally is a no-brainer and should not be just recommended but insisted on, the existence of /local/configure.php should not be considered an odd-ball setup.

While a ZC155e->f upgrade does not need this installer, I didn't realise that.

But that isn't the point, it really should be able to cope with a local file, maybe mention that it has found one,
and maybe also point out that no db changes are necessary for this version change.
