System not sending password reset emails

PHP Version: 5.3.29
Customers are complaining about the page timing out before they can pay so I started investigating.
I can log in as administrator but the system will not accept my customer log-in. When I try to reset it says it has sent an email to my address but nothing arrives. When I try to create a new customer account it says there is already an account with that address. Help!
