New Installation will not open with Category

Only one category with two products
Telling Zen Cart to open with the top category (option 0) results in nothing but the congratulations statement and it is NOT a partial blank page.
Since the category ID is 1, setting the main page to open with option 1 results in the same congratulations statement, not a blank page, and no category listed.
It's as if the centerColumn had a display:none somewhere which it doesn't.
Ideas?
Entering https://test.test_site.com/index.php?main_page=index&cPath=1 in the address block goes to the correct page.
