Fedex module problem 2.1

Cannot get the Fedex webservices module to work.

The error the shopper receives is: No Online Shipping Methods For This Address And Your Cart
Sorry, we have no online options for shipping this order to the address shown.
Please contact us for alternate arrangements!

The Fedex Shipping Module is not labeled and I cann not get te module to light green or enable.

Latest log file says:
