I cannot get the sidebox banners to show up at all. Been struggling for a couple of days now.

Something is wrong with the layout settings.
I turn off and on the Category Header Menu ON/OFF and nothing happens.

Your site takes forever to load (I gave up). You can try changing the template to see if modifications you've made are affecting the configuration settings' use.
