Link to Paypal not working

Using version 2.1
Suddenly the option to capture payments from Paypal directly from the zencart order page no longer exists. I have to go to log in to Paypal to capture the payment.
Not a critical issue but annoying and I wonder why.

Although the link to the paypal payment capture function page is missing, a refund page comes up, I did a test order and tried to refund my payment and I got the following error message:
