could anyone tell me how to tell the difference between a 1.2.x and 1.3.x MySQL database

What does your admin say your database is? Look in Admin> Tools> Server Info

well...what I should have asked ...given a database save from 1.2.7 and 1.3.1 what would be the distinguishing features, apart from number of tables, between them.

The structure of the tables and content should be checked ...

You can also read the /zc_install/mysql_upgrade_zencart_127_to_130.sql to review the changes to the database that are made ...
