Owner must Approve orders before payment

I need the ability for the store owner to approve orders before the customer can make the payment. Is their a module for this already? We do embordairy on clothes and we need the customer to upload an image with their order then we have to review the image and make sure they have picked the correct options and if the embordairy is possible before they make the payment.

Any advice would be great on my problems
