Ok, just a quick comment here, this fix actaully came from the osCommerce DHL mod fix so I really don't understand what it does, I just know that it worked for me. For more info you can read the posted info over at OsCommerce in the contribs - download section under 1.401 - Bug fixes.
The authors comments were:
For those of you running PHP5 for windows, with the cURL extension enabled, this will fix no response issues.
What I did was include a necessary file that is found in the precompiled executable version of the official cURL distribution. This file is used for authenticating SSL certificates. If the directions are followed, the SSL certificates from DHL won't be rejected.
Furthermore, I've added a conditional statement, where if an individual doesn't (or can't) follow the directions the SSL verification is skipped.
This should solve any no-response issues people were having.
First I have attached a file that you will need to upload to your server. I placed mine in main cart folder. You can place yours where ever you want just be sure you know the path to the .crt file inside the folder.
Next, in includes\modules\shipping\dhlairborne.php
At about line 451 look for:

Where **'c:/inetpub/wwwroot/test/cart/bin1/curl-ca-bundle.crt'** is the path to your .crt file.
Thats it! I tested this with a fresh install of 1.3.0.2 and it worked for me.
I hope these directions are clear enough, its a Monday morning and my brain is still a bit foggy.
