2nd Language & Overrides

I am posting this here as I think that this is a override issue or at least in part.

Problem: Viewing in english all is as expected, custom template setup & stylesheet applied etc. When selecting the language flag for a 2nd language, the display uses the template_default stylesheet and default side box settings.

I know that I have not done something correctly but thought that I had.

This is what I have done:

Have 2nd Language installed via admin and have setup:

includes/languages .....new_language.php
includes/languages/new_language ....with all the 'english' contents for now
admin/includes/languages .....new_language.php
admin/includes/languages/new_languages .....with all the 'english' contents for now

Has someone done this and could guide me as to what I have missed?

It appears that i need to attach my custom template to the new language but I thought that his was automatic as it is selected as the active template in admin.

The new language is not using it.
