Shipping costs question

Is there anyway to setup other table rates.

At the moment we have a table rate based on the cost of an item. This is ok for the UK , but people from the rest of europe and america are ordering from the site. We are having to request extra costs when shipping out to them.

For example if someone buys up to £10 on the site it costs x where as at the shipping part we want another table rate for europe and one for america so we can adjust the costs accordingly based on the cost of the items like we do with our current table rate.

Is there any way to do this?

Clone table.php and then add zones to table.php and the clone and set the difference to be + 10.00

Or, customize table.php to check the zone, much harder to do, and add 10.00 where needed ...
