Where can I set the ENTRY_TELEPHONE_MIN_LENGTH?

While I've done a grep and other searches, I can't for the life of me figure out where the value, ENTRY_TELEPHONE_MIN_LENGTH, is set.

I need to change it to 10 since my U.S. users must include their area code so I can send an SMS text message to their mobile device.

Currently it's set to 3 (which I discovered through testing): "Your Telephone Number must contain a minimum of 3 characters" displays when I test this field by just entering a few numbers.

Admin> Configuration> Minimums

When in doubt ...

Go to the Tools ... Developer's Tool Kit ...

The bottom input box will locate any php file that contains the text, variable, constant etc. that is in the code ... for either the Catalog, Admin or both ...

The top input box, if you do not choose Catalog or Admin ... will search the database configuration and product_type_layout tables based on the configuration_key field ...

Hitting edit will take you to the Configuration setting for that configuration_key ...
