sales tax is based on which one?

I noticed that in my website store, it seems the sales tax is calculated based on shipping address, not on billing address. Is it right?

You can configure the shop to use either billing, shipping or store address ...

Peek in the Admin ... Configuration ... My Store ...

NOTE: each Shipping Module has its own setting as well ...
