FYI v1.3.0.2 released -- fixes several bugs
c_XXXXX.css is supposed to load only when certain "category" pages are open.
html_header and main_page are not "pages".... they're part of the dynamic load cycle.
I have no idea what you're trying to accomplish, but it sounds very odd and far more complicated than it needs to be.
