Tax doesn't recalculate on billing address change

Version 1.3.0.2 fresh install.

Only charging tax in CA. Tax based on Billing address.

Tax calculation works fine initially. But change the billing address to something else and change it back to a California address and tax stays at zero.

Any help is greatly appreciated.

I can't duplicate this.

Please list your settings for:

  • zones definitions
      • details of each of those zones
  • tax classes
  • tax rates
  • My Store-> basis of product tax
  • My Store-> basis of shipping tax
  • sort orders of Modules->Order Total Modules
