struggling with table rate

I am trying to set up the following shipping rates for a customer, for orders below $65, shipping is $6.95...for orders above $65 shipping is free. I set up the table rate then did a mock order for $138 and it only charged 6.95. what am i doing wrong? here is the link to the site (its a temp. link until i move the database when the site is ready to go live) https://www.origin3practice.com/catalog

Set flat as your shipping ...

Set to 6.95

Set the Modules ... Order Totals ... Shipping ...

Free Shipping to 65.00

Now you get one or the other ...

i set those options up and placed an order for about 300 dollars and it still gave me the shipping rate of 6.95 instead of the free shipping

NOTE: you have mixed Categories and Products in the same Category ...

Categories hold Products or Categories ... not both ...

On the Modules ... Order Totals ... Shipping ...

Did you set Enable Free Shipping to True?
