Tare weight - small-medium vs. large

I'm looking in Shipping/Packaging at the settings for the Tare weight and wondering how a small-medium package is defined compared to a large package? Is there a weight?

I did some mucking around and found out that 50lb is the criteria for a large package.

Does anyone know where I could change this e.g., to 40lb.

In that same section of the Admin is the Maximum shipping weight.
