Admin switch to turn off logo
Rationale:
At the moment there seem to be three generic recommendations for users who wish not to display a logo (or at least one that is separate to their header image) none of which is satisfactory.

Comment out the code in tpl_header
Turning of the logo shouldn't require programming skills - however basic -
Substitute a 1x1 pixel transparent gif
This doesn't really deal with the problem, just makes it less obvious. Even a 1x1 gif could still get in way of other content under some circumstances. -
Set the #logo display style to none in the stylesheet
The logo still gets downloaded and slows down the first page display time. Also doesn't deal with the problem - just hides it.
A switch set in Admin > Configure > Layout Settings would allow users to make and implement decisions about this whether to include this piece of content in a way that is consistent with similar such decisions in Zen Cart.
An alternative solution would be a check for a NULL HEADER_LOGO_IMAGE in tpl_header.
