A Max value is in the settings for your store hun.

Look in Configuration in your admin - go down the list there are quite a few values that you can define. Pay particular attention to the layout settings, and the listing settings, and things in My Store I believe.

NOTE: as you are looking at the products_new ... this is more than likely related to something to do with a Maximum value on New Products being set to 0 ...
