after changin hostserver, zone rate not working. why?

Hi everybody,
we moved our website from one server to another. Then the zone rate could not work right. Whether shipping to Russia or USA, the sma erate is coming up ? What could be reason. After many hours I just coulnd't figure it out.

Also we upgraded to 1..3.0 Thanks for any help.
