shipping costs nightmare

I have having a bit of a nightmare getting my cart to calculate correct shipping costs.I tried to set a flat rate for uk and set a per item for international.But everything is showing up as £3.50.Don't know where this figure has come from??? Help?

You will need a World Zone that excludes the UK for your Item Shipping and a Zone that includes the UK for your flat shipping ...
