Shipping rates problem (rate based on price)

Hi,

I am setting up my zone rates to calculate shipping based on the price. I have set my Zone 2 (CA) to the following values: 199:15, 9000:199

My shopping cart value is $97.98 so i expect the shipping to be $15 (My customer is from CA as well)

also i have set the Maximum weight to be 0 and the small and large package Tare to 0:0

I don't know why this is like this, the shipping rate seems to be 12% higher. Also i have set the shipping tax class to none.

any help is appreciated.
