I'm supposed to charge WA State Sales tax to WA residents, which I set up. But now, it is charging that sales tax to non-WA residents aswell?
I'm not sure how to fix this problem.

Admin->Localization/Taxes->Zone Definitions.
Click on your WA zone, and click again to edit the zones "in" it. Ensure that you have US+WA added.
