Banners not displaying

The green button is on, everything has been uploaded correctly and I am uncertain if I overlooked something else, it should be a footer banner basically and I am trying to ensure I have not missed any other additional steps possible. Is there something other than Banner Manager I should be looking into? I even went further to check to see if the banner thing in the template footer files is intact and it is intact........

Any ideas?

Check the Banner Group that the Banner is in ...

Make sure that the Banner Group name is included in the right Banner Group on the Layout Settings ...

Banner group? Not sure what You mean, can you dumb it down for someone who has not had her cup of cappucino yet? LOL
