The shipping rate cannot be determined at this time

A person from Indonesia ordered items from our store however the shipping module did not seem to work as it shows on their purchase

Zone Rates (The shipping rate cannot be determined at this time): $0.00

I know our table rate works coz indonesia is listed in the rate as NewZealand (NZ) and we've had orders from NZ that works fine. I always checked the ISOcodes which is ID.

Is there anything else I can check as to why it gave them no shipping? Our shipping is based on weight but those products have weight on it

nevermind i think i know why it hasnt calculated - its coz its over the max amount we put (i think the max we do is 2kg) but doesnt it just split it into two packages if say the total weight is 4kg?
