HELP!! All States added to order

:shocking: I've been trying to deal with this for three days! I've been searching the forum, but the closest answer I could find was a post about two states adding together. The reply, "delete it" won't work here. I have two suppliers who charge tax based on the customer's shipping address, so I need to leave them all in there. I know when I go throuth it, it says some states are one zone, some are Zero. But when I try to edit, that doesn't let me do zones. If that is not the problem, I suspect it has something to do with definations, because I really didn't understand why the tutorial said add 10 for a product class, but I did it. Maybe that's wrong?
