Free Shipping - shows up even when not supposed to
zen cart 1.3.5 with image handler, easy populate, ty package tracker and new article manager
i have free shipping set for over $150, and it shows up on checkout page fine when the total is over $150.
however, when the total is less than $150, the <fieldset> and <legend> still show up, only it is blank...
