Billing and Shipping does not match

Hi! I find this thread but no logical answer so i am asking again...
I am using version v1.3.5.
At first everything was ok.
Yesterday at the orders in admin says Inactive because Billing and Shipping does not match?
I don't see anything incorect.

Please help:(
