Featured Sidebox still shows when turned of in Admin

So my featured products sidebox is still showing up even though in admin/index listing "Show Featured Products - below Product Listing" is set to 0, which is supposed to be off. Any suggestions?

Sideboxes are controlled in the Admin> Tools> layout Boxes Controller
