how come customers dont have the option to pay with paypal without having an account

you need to turn that feature on in paypal.com

PayPal Account Optional

i have that set to On

When you check out on my site and it goes to paypal it has

it "appears" you need to make an account ... but beyond that link are other payment methods ...
