no configure.php file in includes dir ...Downloaded zip from site

where is the configure.php file that is in the includes dir.....the is one in the admin but not in the includes dir....i got the zip from YOUR site

Normally, the installation process will create the configure.php for the use and setup accordingly.

If it can't be created may be caused by your server issue.
Then,
Copy the file
includes/dist-configure.php

And save it to new a file as:
includes/configure.php

And please make sure that, it don't overwrite your existing configure.php which with the settings for your site and server.
Otherwise it need to set it up manually.

Note: /admin/includes/dist-configure.php to /admin/includes/configure.php also on a new INSTALL ...

Do not do this on an UPGRADE ... you already have configure.php files ...
