Adding a "pop-up" box ??

How can i add (or copy) the 'help' pop-up link (and pop-up box) that I see on the Shopping Cart page, to the Product Preview page?

Is it possible to copy the code to the Product Preview page file? And then simply change the text in the pop-up box?

If so, how would you suggest I accomplish this?
