Block Coupons on Sale Days?

We would like to make it so customers cannot use coupons on sale items. Is there a way to block coupon use on discounted (via sale or special) items?

Please advise?

This would quite a bit of custom coding ...

And if I couldn't use my coupons at Best Buy because they put something on Sale I'd be pretty miffed ...

Be sure that you have a disclaimer well spelled out if you decide to impliment a block like this on the coupons ...
