No Order after returning from paypal

Im hoping someone can help.
I just opened shop today, and we have a bug it seems.

Im using

Zen Cart 1.3.6
Database Patch Level: 1.3.6
v1.3.5 [2006-10-30 05:35:56] (Fresh Installation)

WHen a customer checks out with a coupon, all goes fine, they get their download. But with a paypal order,

they check out, successfully pay with paypal, and it returns them to the site, they are registered as a customer, and I do recieve paypal payment, but they have no order. It never completes the order process.

Im so confused, I have checked and rechecked the settings on both paypal and in the payment module. They are correct.

Mine actually fixed itself I think,
I uninstalled and reinstalled the paypal module, from within the admin panel for like the 5th time, and it started working again.
