turn customer updates on or off

hi there,
I was about to delete the block of code in tpl_checkout_success.php when I noticed that there was a switch to turn off the product notifications.
I cant find it any where, any one know where it is?

Try Admin>Configuration>Customer Details>
Customer Product Notification Status = 0 (default is 1)
