Bug in freeoptions shipping module

Hi folks, can someone please verify this bug.

If you do a fresh install of Zencart 1.3.6 and then enable Freeoptions everything is good and you got the green signal. However, modify freeoptions to limit it to zone Florida and all of a sudden you got a orange signal and Free Shipping Option does not show up when Florida is the shipping address.

Make sure that you have the details for your Shipping Zone filled out ...

I have Florida setup and on the Free Shipping Options shipping module and it is working fine ...

What other settings do you have Free Shipping Options?
