help understanding the weight breakdown please

OK so my understanding is that if I have something like this:

1:4.00, 2:6.00

then anything over 1lb should round up to $6 correct?

So how come when I enter an item with a weight of 1.5lbs it still says $4?

Judging by the lack of responses I guess my question is not worthy so I'll try again.

I was just wondering if it's possible to use half lb measurements (using pounds) because it doesn't seem to be working.

For example my mzmt setup looks something like this:
1:4.00,1.5:5.00,2:6.00,2.5:etc..etc.. (I'm attempting half lb increments here)

OKAY so then when I enter an item that weighs 1.8 for example shouldn't I be getting a $6 shipping cost?

You have a tare weight also in the Shipping/Packaging ...

This is adding 3lbs to the product then computing the cost ...
