customer order view as html

I have both the Order Question contrib by Absolute and the Ty Package Tracker installed in 1.3.02. In the admin side, if I post a comment regarding the order in html, with hyperlinks and formatting, they appear formatted correctly in the customer's order. However when I go to the customer side, all formatting is lost and just the html code appears.
I need to be able to provide links for my customers to view their proofs, as well as be able to bold some text, etc.
How can I make the customer side show as html like the admin side does?
