Can't see customer order

PayPal was having issues ...

there still seems to be a problem.
we have a 1.3.8 cart and have performed all the tests to see if the site is communicating with paypal. we made sure that port 80 is open and it is. we placed orders with the cart and although they show up on paypal they do not appear in the zen cart orders area. we tried to resend the ipn numerous times and notihing.
