Overseas orders hang at Step 1

I have my store set up with three table rates.. US, Canada/Mexico, and World. Whenever anyone outside of the US orders, it just refreshes on the first order page "Step 1 of 3 - Delivery Information". Was I wrong by setting it up by cloning the table rate shipping methods? How can I fix this. I have zones set up correctly to my knowledge.

If I put all the countries in the USA shipping table rate, it will let the user at least go through the shipping process and select a shipping rate, but won't force them into using the world/overseas shipping.
