Zip code will process with less than 5 digits on registration page

I'm in the process of upgrading from 1.3.5 to 1.3.6 and had my fingers crossed that a problem i've been having with zip codes has been fixed on the create account page...

Basically, the form will process even if there are less than 5 digits in the zip code field without prompting the user that it must be 5 digits.

So far the only thing i've done with my upgrade is upgrade the database. Other than that, the rest of the files in the 1.3.6 tree structure have been untouched.

Is this something that has been overlooked? Am i crazy, or is this really a problem on other zen cart pages?

Open your Admin> Configuration> Minimums> Post Code and change the minimum number of characters from 4 to 5. NOTE: if you ship outside the US this may exclude some areas that do not use 5 digits.
