Multiple Taxes Being Added

i have created a new zone. within the zone, i created a new tax rate. when i go to checkout, the tax being calculated appears to be that of my store's zone PLUS that of my billing/shipping zone (which is the newly created zone).

the two tax rates that i currently have established are different prioirties.

dont know how to fix this.

Most likely one or both of your zones contain duplicate regions in their zone definitions details settings.
