coupon restrictions: by sale status

Hello.

I am using an older version and need to upgrade, and am looking at new coupon features. I need to be able to offer a coupon code with a discount that only applies to regularly priced items.

I see that you can restrict coupons by category and by product in 1.3.7.

Is there a way to make the coupon not apply to any item on sale or special?

From searching the forums and mods I suspect the answer is no, but maybe I have missed something.

Also, if the answer is no, how straightforward or difficult of a project would it be for a developer were I to commission this?

I have the same exact question...would like to run a store wide sale. But sale does not apply to items already marked down or on special.

Can this be done?

You'd have to change the code to make it work this way.

As an alternative, what I do is create a category named 'Specials' and put all items I want to put on sale there.
Then put a restriction on coupons so that they do not apply to the 'Specials' category.
