"html area" link tool ignores "title" and "target" fields

The tool for inserting links in the "html area" toolbar does not insert "title" or "target" fields when used in the "define pages" area or in the "description" area when adding a product under "categories/products".
The only workaround I've tried is manually adjusting the html, which works fine.
