Is it possible to stop guests from using the contact us form?

You could alter the:
/includes/modules/pages/contact_us/header_php.php
And force a login ... with a message to explain why ...
Something like:
if (!$_SESSION['customer_id']) {
$_SESSION['navigation']->set_snapshot();
// add a message here
zen_redirect(zen_href_link(FILENAME_LOGIN, '', 'SSL'));
}
