Canada post error 111 Connection refused

just came across this error today

Cannot reach Canada Post Server. You may refresh this page (Press F5 on your keyboard) to try again.
111 Connection refused

any ideas?

just got off the phone with canada post and they changed servers but even after i put in all the new information it still gives the same error they think if could be the program as the server now runs on a dns instead of a ip address. i don't know i'm lost with this.
